Chin Fook Leong
Chin Fook Leong retired from the Singapore Police Force as a Superintendent of Police after serving 30 years. His last posting was as Commander of the Airport Police. As Deputy Commander PCG, he was responsible for introducing competency and developmental courses for Police Coast Guard officers and initiated an audit and inspection program which helped to enhance the safety and security of Singapore Changi Airport when he was the Commander Airport Police. As Head of Investigation in a Police Division, he had to oversee some 50 Investigators who had the task of investigating all crimes cases occurring within his jurisdiction. He therefore has wide experience in Operational and Crime Scene Investigation. After the stint of directing investigations, he went on to serve as the Chief Instructor in the Police Academy where he was responsible for the training of Senior Police Officers. As Dir Public Affairs, he was responsible for the image of the police force and was responsible for crime prevention strategies. He also served a stint as Head PR/Press Sec to Min for Home Affairs in the Ministry of Home Affairs. After his retirement, he had worked in the Middle East as a security consultant. And he has given lectures at the Civil Service College, Government Departments and the private sector in security related and investigation topics.
Chan Soo Wah
Chan Soo Wah retired from the Singapore Police Force as a Deputy Supt of Police in 1999 after serving 34 years. His last posting was as Head of Basic Training with TRACOM (Training Command) of the then Police Academy where he served for 4 years. Prior to that he was the Deputy Head of Commercial Crime CID and Head of Investigation in Geylang Police Division HQ for 2 years and 5 years respectively. He was also responsible for the training and setting up of the Surveillance Team in the Criminal Intelligence Unit in CID. As Head of Investigation, he has successfully investigated and solved a number crime cases and received numerous citations and awards from the Commissioner of Police. He has wide experience in Operational and Crime Scene Investigation. He has been giving lectures in Investigation and Surveillance Training to SMRT, CISCO, Casino Regulatory Department and civil servants from various Ministries at the Civil Service College. He received his pedagogy training from the FBI National Academy, NUS, SAF and the Police Academy in his younger days. He is currently the Chairman of ISCPP (International Society of Crime Prevention Practitioners) Singapore Chapter and Committee Member of the Singapore Police Retirees’ Association."Presentation, slides and practical segments were delivered well."
