Who Should Attend:
You are a Human Resource (HR) officer who has one year or less experience in the Public Service's HR function. However, you may have had prior experience in HR from the private sector. Note: HR Leaders may assess the suitability and nominate an experienced or senior HR officer to attend this programme as well. This programme is open to Singapore Public Officers only.
Programme Overview

The HR Foundation Programme (HRFP) is the first of a series of HR milestone programmes. It is a comprehensive five day programme that serves as an introduction to HR in the Civil Service. This programme will help you establish a common understanding of HR and gain a basic understanding of your operating environment.

Broadly, the programme will cover topics such as HR principles and philosophy, Public Service values, HR structures and accountabilities in the Public Service, and engaging employees and line managers through strategic communication. The programme will also draw from three areas that are fundamental to HR work in the Public Service – Recruitment and Selection, Performance Management, and Learning and Development. These will help you appreciate effective delivery of HR services.

  • Appreciate your unique operating environment and the distinct HR philosophy and principles in the Public Service
  • Acquire key basic HR skills and knowledge to practise outcome-oriented and people-centric HR management
  • Engender a greater commitment to developing yourself for greater HR effectiveness and value-add to the Service
