Who Should Attend:
You are a Human Resource (HR) officer who has one year or less experience in the Public Service's HR function. However, you may have had prior experience in HR from the private sector.
Note: HR Leaders may assess the suitability and nominate an experienced or senior HR officer to attend this programme as well.
This programme is open to Singapore Public Officers only.
Programme Overview
The HR Foundation Programme (HRFP) is the first of a series
of HR milestone programmes. It is a comprehensive five day programme that
serves as an introduction to HR in the Civil Service. This programme will help
you establish a common understanding of HR and gain a basic understanding of
your operating environment. Broadly, the programme will cover topics such as HR
principles and philosophy, Public Service values, HR structures and
accountabilities in the Public Service, and engaging employees and line managers
through strategic communication. The programme will also draw from three areas
that are fundamental to HR work in the Public Service – Recruitment and
Selection, Performance Management, and Learning and Development. These will
help you appreciate effective delivery of HR services.

Martin Hang
Martin is the Principal Learning and Development Specialist with the Institute of Public Administration and Management (IPAM) at the Civil Service College (CSC). His work covers curriculum design, development, delivery and evaluation of training programmes in Service Delivery, Human Resource, Public Finance and Law to support public sector learning initiatives, establishing and building on-going relationships with CSC’s stakeholders, partners and customers to understand their learning needs and identify learning gaps and driving projects in partnership with various agencies to develop integrated capability-building solutions.
He brings with him over twenty-five years of experience in the HR and training field, beginning his career in the civil service at the Institute of Policy Development, followed by an eight-year stint in the private sector at OTi Consulting as a Senior Manager focusing on leadership and organisation development business development and training facilitation.
As a learning facilitator, Martin believes that the learning process should be fun because “when tension goes down, retention goes up”.
