This is a blended programme comprising asynchronous (e-learning) and synchronous (instructor-led) components. Asynchronous learning will take place on LEARN Digital Classroom (LEARN DC), a one-stop space for you to access your virtual classroom sessions, programme-related online learning materials, quizzes and assignments, as well as meet your classmates for discussions. You do not need a LEARN account to access this programme.
The Foundation Course (FC) is a 6-week, full-time milestone programme designed for new entrants to the Public Service Leadership Programme (PSLP) General Phase.
We have broadly organised the programme curriculum into three themes:
Participants will be introduced to the realities and trends that shape Singapore’s unique operating context and hence, the priorities of the Public Service. This will include coverage of issues such as our geopolitical context and shifts in our external environment, our approach to managing scarce resources such as our fiscal resources, and major cross cutting issues such as climate change, economic transformation and social cohesion.
Participants will explore how their work connects to their sense of purpose and aspiration. Through a series of dialogue with experienced Public Service officers and leaders, they will develop a longer-term perspective on their development and appreciate the mindsets, skills and behaviour they need to start honing early on in their leadership journey. The FC includes sessions to develop personal mastery and help participants understand its impact on work and team effectiveness. A public sector leader will serve as a mentor to participants during their FC journey.
Participants will cultivate a growth mindset and start building a community of learners where they can exchange knowledge, share experiences and seek support. They will also go through project-based components to build the instincts to exercise collective leadership through peer support networks.
FC includes study trips to selected ASEAN countries for participants to gain an appreciation of Singapore's regional context, and how developments in the region might impact Singapore's strategic interests.
