Who Should Attend:
You are an experienced HR professional in the Singapore Public Service and are committed to help your agency achieve its strategic goals. You have approximately five years of working experience in HR and are in a middle management role. You are likely to be an HR Manager, Assistant Director or Lead Analyst.
Programme Overview
Human Resource (HR) in the Public Service is more dynamic than before. Changes in the operating environment, such as cuts in manpower growth, competition for talent, shifting demographics, changing workforce attitudes and rising public expectations, mean that the Singapore Public Service needs to transform and keep up. HR plays an important role in actualising these transformations.
At the organisational level, you partner our management team to make your agencies future-ready by being the key driver and enabler of change. At the workplace, you motivate your colleagues and help them to manage change, train and develop them with the right knowledge, skills, mindsets and instincts to respond to the public confidently. The Human Resource Managers Programme (HRMP) will provide you with the perspectives, networks and knowledge to achieve these.
Targeted at experienced HR middle management, this 6.5-day milestone programme will introduce you to strategic HR concepts. It will also equip you with the tools and knowledge on how you can support your HR leader, work with management and manage line departments effectively. In addition, you will have the opportunity to apply what you have learned through an individual project with a chosen topic of significance to you and your organisation. The project, titled HR Challenge, will enable you to tap on the wisdom and experience of an assigned HR Leader, and together with the support of your supervisor, work on the issue and source for feasible solutions to be implemented at your workplace. IHRP - Certified Professional assessment will also be included in the programme.

Martin Hang
Martin is the Principal Learning and Development Specialist with the Institute of Public Administration and Management (IPAM) at the Civil Service College (CSC). His work covers curriculum design, development, delivery and evaluation of training programmes in Service Delivery, Human Resource, Public Finance and Law to support public sector learning initiatives, establishing and building on-going relationships with CSC’s stakeholders, partners and customers to understand their learning needs and identify learning gaps and driving projects in partnership with various agencies to develop integrated capability-building solutions.
He brings with him over twenty-five years of experience in the HR and training field, beginning his career in the civil service at the Institute of Policy Development, followed by an eight-year stint in the private sector at OTi Consulting as a Senior Manager focusing on leadership and organisation development business development and training facilitation.
As a learning facilitator, Martin believes that the learning process should be fun because “when tension goes down, retention goes up”.
