Programme Overview
This programme is for officers who have had some experience with Cost Benefit Analysis (CBA). It will delve into the applications and challenges of CBA in practice. Through hands-on exercises and real-world case studies, you will learn how CBA is applied to policy and decision-making processes.
Learning Outcomes
By the end of the programme, you would be able to:
- Demonstrate the importance of CBA in evaluating possible policies/programmes
- Illustrate the steps of the CBA process
- Apply different methods for measuring and quantifying monetary and non-monetary costs and benefits (e.g. non-market valuation), including those that are intangible
- Discuss the perspectives of different stakeholder groups that could be affected by a proposed policy
- Explain the limitations, appropriate role, and practical considerations of CBA in the policy process
