Programme Overview
With the launch of “Our Core Competencies”, supervisors will need to manage the performance and development of their officers using the OCC competencies.
As the core competencies prepare public officers to deliver excellence today and build the Public Service of tomorrow, this programme also seeks to equip supervisors with a more progressive performance management approach.
Learning Outcomes
- Articulate the underlying philosophy and principles of Performance Management in the Civil Service
- Flex appropriate Performance Management tools by considering People, Policies and Processes
- Apply Our Core Competencies to effectively manage the performance and potential of your officers
- Design Performance Management interventions within the four-phase performance management cycle to effectively motivate and improve performance of officers
- Develop capabilities and enlarge the capacities of your officers
Part 1: LEARN Digital Classroom (LEARN DC)
Learn how to appraise your staff using Our Core Competencies, as well as how to manage their performance through the different phases of the performance management cycle.
It is compulsory to complete the 0.5-hour e-Learning course before the classroom training. If you do not attend the e-Learning course, you will not be able to attend the classroom session.

Lee Kang Yam
Lee Kang Yam’s entire career has evolved around learning and development. He started his career in the Civil Service College and moved on to manage the training and development training needs of all EDB officers. As the Chief Learning Curator in The Flame Centre, a training and development company he started in 2004, he pulls together different models to create meaningful and impactful learning experiences. He has worked with public and private sector organizations to design and conduct many management skills training programmes. He also audits the training coursewares for the Civil Service College and NTUC Learning Hub. In addition, he is currently an accredited trainer in talent management and consulting workshops, and aspires to contribute to the development of the local training profession. As a consultant and trainer, he has travelled around Asia Pacific and conducted workshops on Human Resource related topics for companies such as, Syngenta, Microsoft, First Data Corporation, Schneider Electric, Rio Tinto, BP Castrol, Whirlpool, Exxon Mobil, Aviva, Ariba Inc, Honeywell, and Hewlett Packard. His local clients include Singapore Police Force Training Command, Ministry of Home Affairs, Civil Service College, Port of Singapore Authority, Prudential, Michelin, Aviva and Intraco Inc. Kang Yam has a MBA from Nanyang Business School and an Advanced Designing Learning Certificate from American Society for Training and Development (ASTD).- 06 Feb (09:00 - 16:00)
