Service Division grants a subsidy of 30% for Public Service officers who have
completed the programme. Hence, Ministries and Statutory Boards will only need
to pay $6,280.50 per participant (including 9% GST of $715.50).

You are an Organisation Development practitioner in the Singapore Public Service. You would like to develop your competence and confidence to support your leaders in achieving strategic outcomes and enhancing organisational health. This learning opportunity is also open to officers who play an OD role in other functions.
Entry Requirement:
To be eligible for the Graduate Certificate Programme, you must possess a Bachelor’s degree from a Singapore or international university or hold an equivalent qualification. Additionally, you must have completed the OD Foundation Programme for OD Practitioners (MSOD101) and demonstrate at least two years of relevant experience in organisational development or related functions. If you do not meet these requirements but believe that this programme is suitable for you, please apply, and we will conduct an interview to assess your suitability for the programme.
Programme Overview
Organisation Development (OD) capabilities have become increasingly critical to supporting sustainable organisational performance and health, especially as the pace of growth, expected disruptions and constant change accelerates. Through its focus on helping organisations flourish through their people, OD supports the transformative capacity to build stronger organisations within volatile and complex environments.
CSC's OD milestone programmes are structured to enable dynamic, collaborative learning based on real and relatable Public Service context. It combines in-person classroom and self-directed learning to support your capacity for both the deep and wide spectrum expertise required of an effective OD practitioner.
Accredited by Civil Service College, the Graduate Certificate in Organisation Development Programme is designed with a strong focus on practical workplace application. It features a combination of plenary sessions, experiential components, small learning groups and assignments to allow expanded perspectives, immersive experiences and deep discussions on organisational challenges. In this programme, you will gain a strong grounding in OD principles and practices, acquire practical tools and frames and develop your skills and capacity in working with complex challenges faced by your organisations. You will also develop your personal competence and confidence in supporting your leaders to design and deliver interventions to achieve strategic outcomes. OD skills are life skills, they benefit us both personally and professionally, hence this programme will be a key building block for your development, whether you choose a professional career in OD or related fields of work.
This 4-month programme is delivered by faculty members with deep passion, experience and expertise across a wide range of OD interventions. You will also be supported with a coach to enhance your learning applications and personal development.
Learning Outcomes
- Build your capability and credibility as an Organisational Development (OD) practitioner by designing and delivering effective OD interventions that drive positive change within your organisation.
- Enhance your self-awareness and interpersonal skills to become a more effective OD practitioner by identifying and leveraging your strengths, addressing your developmental needs, and understanding the impact of your actions on others.
- Expand your knowledge of OD theories and frameworks and apply them to drive positive change in areas such as organisational change, team development, group dynamics, and stakeholder engagement.
- Apply a systemic approach to organisational diagnostics by using relevant examples and context from the public service to identify and address underlying issues that impact organisational effectiveness.
- Design and implement system-wide change efforts using knowledge in organisation design, complexity and change.

MODULE 1 - Use of Self
In the first module, you will gain an understanding of Systems Theory and learn how to apply a systems perspective when engaging key stakeholders. You will also develop and pitch an OD plan using relevant theories and tools. Through self-reflection, you will enhance your self-awareness and gain insights into how you show up and the impact you have on your work.
MODULE 2 - Groups and Teams
This module will provide an experiential learning opportunity to understand the theories surrounding group dynamics, how groups function, and the skills required to intervene in existing group processes. You will learn about group concepts, process consultation and practise facilitating and intervening with groups. Additionally, you will gain a deeper understanding of your influencing power and how to leverage it when working with stakeholders. In learning group sessions, you will participate in an Action Learning process to give and receive support from fellow practitioners on work challenges.
Note - As part of supporting your transfer of learning back to workplace, you will have access to a coach for two 1-hour sessions between Module 2 to Module 4 (up till 1 month after Module 4).
MODULE 3 - Systems and Change
In this module, you will gain an understanding of why we sometimes struggle with decisions and recognise that many complex issues are polarities to manage rather than problems to solve. You will learn how to use polarity mapping and reframing to better manage workplace complexity. Additionally, you will learn about organisational design and the design principles necessary to be more effective organisations.
MODULE 4 - OD in Action
In the final module, you will learn how to design and deliver interventions that involve multiple stakeholders and facilitate larger systems to a more effective state. You will have the opportunity to integrate and apply your learnings from the previous sessions in a real client case, with the client providing feedback to support your learning. The programme will conclude with group assignment presentations.
