Programme
Fee: $5024.90 (including 9% GST)
For Ministries
and Statutory Boards, PSD will co-fund 30% of the fee before GST, i.e.,
Ministries and Statutory Boards will pay $3641.90 per participant (including 9%
GST of $414.90). The grant for this programme is valid from 1 April 2023 to 31
March 2024.

Note:
To complete the programme and receive the full training hours, learners need to
achieve 100% attendance for all check-ins, complete online learning and submit
all required learning assignments.
Who Should Attend:
You are a newly-appointed middle manager who is within your first 3 years of being in a middle management role and has prior experience leading teams (i.e., you are not new manager).
Your work requires you to lead teams through transformation work and/or to work across boundaries.
Depending on your agency, as a middle manager, you may be a Grade MX11A to 10 officer, or their equivalent, holding the designation of Assistant Director, Senior Assistant Director, or Deputy Director.
You should not attend this programme if you have attended or will be attending the following programmes within the next 2 years: Management Development Course (MDC), E.M.M.A Experience, Directors' Developmental Experience (DDE) or the Senior Management Programme (SMP).
Programme Overview
Having recently become a middle manager, how do you ensure you are effective in your new role? How might you lead your team in implementing strategies and producing results?
The Empowered to Lead Programme is designed to support your transition into a middle management role. Through the programme, you will gain a better appreciation of your leadership role and the key skills you need to better perform your role at work. You will also gain an appreciation of how the operating context and priorities of the Public Service shape the work of your teams, and receive timely support to help you lead and build effective teams.
Learning Outcomes
- Learn how your work might change in response to emerging trends
- Discuss how you can build your team's capability to manage the shifts in their work
- Discuss how you can collaborate with stakeholders within and outside of the Public Service to tackle cross-cutting issues
- Gain clarity on how you can align your team(s) to the values and purpose of the Public Service
- Gain practical insights and skills to enhance your effectiveness in leading yourself, teams, and within organisations

The EMLP is a 7-week blended learning experience that combines synchronous check-ins with asynchronous self-directed learning.
The 3 check-ins are on weeks 1, 4, and 7. Between check-ins, you will have the opportunity to practise what you have learnt back at work, before returning to the programme to unpack your experiences. You will earn a total of 78 training hours by the end of the programme.
